Publicly-Funded Arena to plague Governor Walker

I recently posted a criticism of Governor Walker’s proposal to use the state’s credit to finance a new basketball arena in downtown Milwaukee. My objection to the proposal was based on the Wisconsin Constitution’s prohibition against the state “lending its credit in aid of any individual, association or corporation.” (Article VIII, Section 3) And a closely-related provision (Article VIII, Section 4) provides “The state shall never contract any public debt except in the cases and manner herein provided.”

Apart from the constitutional problems: Predictably and unfortunately Governor Walker is now being pilloried for the inconsistency in proposing a budget that cuts $300 million in state aid to colleges and universities, while including financing of $200 million for the basketball arena. The liberals can be counted on to seize on what I think was a mistake and not a deliberate violation.
